Power Issue?

When I turn on my XP Desktop then it shuts off it didn't make it to the BIOS Settings. I change out the CMOS still doing the same thing then I switch the power supply still do the same thing.

What's the Issue with it?
 
Just a shot in the dark: why don't you try and replace the CMOS battery? It's a mere non-rechargeable battery, thus over time it goes flat even though the drawn current is extremely low.

From my experience, when the battery goes dead the machine will still boot, but you'll lose all your previous BIOS settings, including sometimes detecting HDD's etc..... I think Elizabeth is on the right track, and it's time to look at blown capacitors or other obvious failures on the MB.
